When conservative Supreme Court justice Farrell Douglas is gunned down, it falls to young black U.S. attorney Marshall Jackson to investigate America's most important, and inflammatory, case. Together with his childhood friend, tough Irish cop Danny Cavanaugh, Marshall discovers that the conspiracy behind the assassination runs deeper than he ever imagined. Marshall's troubles really begin when he realizes that his fraternal twin, Moses, a gangster on the streets of Detroit, is the one man who can name the killer.
